Not sure what this is, but it looks like some kind of pulley. It was attached to a pole near a parking lot. At first I thought it was some type of anchor, but there was no marina or lake nearby. Any one know?

Yes, it is definitely some kind of pully. Since it was located alongside a parking lot, it might have been rigged up to help with some sort of car maintenance like lifting and engine out?
